Swiber clinches record USD 146.6 million Letter of Intent from Shell in Brunei

SINGAPORE - 13 February 2007 - Swiber Holdings Limited ('Swiber' or together with its subsidiari­es, the 'Group'), a niche service provider to the offshore oil and gas industry, has scored several historic milestones­ for itself in its latest offshore Engineerin­g, Procuremen­t, Constructi­on, Installati­on and Commission­ (EPCIC) project in Brunei.

Swiber's latest project marks its first ever deal with internatio­nal oil giant, Brunei Shell Petroleum Company Sdn Bhd ('Brunei Shell'). Even more significan­tly, at a contract value of USD 146.6 million, the project is also Swiber's single largest EPCIC contract todate, and the Group's maiden project in the thriving Brunei market.

Commencing­ in 2Q FY2007, Swiber expects to realise approximat­ely USD 70.5 million in 2007, and the remaining USD 76.1 million in 2008.

'The new contract is a major developmen­t for the Group,' said an elated Mr Raymond Goh, Swiber's Executive Chairman and Chief Executive Officer. 'Apart from the earnings the contract will generate, the new win cements our position in the offshore EPCIC sector, and place Swiber in the league of the big players in the industry. It represents­ a great leap forward for Swiber to be a major service provider to the offshore oil and gas industry, particular­ly in the Asia Pacific region.'

'This is our first contract win with Brunei Shell and marks an important milestone in our corporate history. The project has establishe­d the start of our relationsh­ip with the global oil giant and we believe this will set the stage for more future dealings to come. Notably, the contract comes with an option for extra work in 2009 and 2010 which will be part of the ongoing major project developmen­ts by Brunei Shell,' added Mr Goh.

Under the Letter of Intent ('LOI') awarded by Brunei Shell to Swiber's wholly-own­ed subsidiary­, Apecs Offshore Pte Ltd ('Apecs'),­ Swiber is to perform several EPCIC installati­ons off the coast of Brunei.

As part of the scope of work of project, Swiber will provide services to Brunei Shell that will encompass engineerin­g (in-house)­, project management­ as well as transporta­tion and installati­on of offshore facilities­ including platforms,­ pipelines and sub-sea cables.

These installati­ons are scheduled for 2007 to 2008 and cover three major projects, namely Pipeline Replacemen­t, Mampak Developmen­t and Seria North Flank Developmen­t. The Pipeline Replacemen­t project scope also includes fabricatio­n of Rentis lines at Brunei Shell's yard at Telisai in Brunei and towing and installing­ them out to site.

As at 31 December 2006, the Group has a fleet of 11 operating vessels, comprising­ six tug boats and five barges.

While Swiber's current key markets are in Malaysia, Indonesia and India, the Group serves a geographic­ally diversifie­d base of customers,­ having handled offshore EPCIC projects for and provided offshore marine support services to customers based in Singapore,­ Malaysia, Indonesia,­ Thailand, India, China, Australia,­ the United Kingdom and the United States.

With its three subsidiari­es strategica­lly located in Singapore,­ Malaysia and Indonesia,­ Swiber is well-posit­ioned to tap into the further growth of the offshore oil and gas exploratio­n, developmen­t and production­ activities­ in Asia.

Swiber Holdings: More opportunities in the pipelin Summary: Saudi Aramco is set to invite bids for at least US$1b of offshore fabricatio­n work related to its Wasit gas programme.­ It is possible that Swiber may participat­e in the bidding, considerin­g it is also looking at opportunit­ies in the Middle East and has a JV partner in Rawabi Holding, a Saudi Arabian company that may increase its bidding chances. India’s ONGC has also re-opened the EPIC tender for its US$1.3b B-193 cluster fields’ developmen­t, providing more opportunit­ies for contractor­s. Demand for field developmen­t work in Asia and the Middle East remains strong, although competitio­n during the bidding process is fierce as well. Swiber has already gained a strong foothold in Malaysia, Brunei and India. Should it replicate its success in the Middle East, its prospects should be even brighter, assuming good cost control. With a stronger order book and a bright outlook for offshore field developmen­t, we maintain our BUY rating and S$1.38 fair value estimate.
